Plans For 66 bed care Home, Nursery & Shops at Lower Thorn Village

As part of the already approved outline development plans for the Lower Thorn area of Houghton Regis, detailed planning applications are now being submitted for a local centre. A decision for these applications is hoped for by mid-August 2020.

In all, three planning applications will be submitted to develop a local integrated centre on behalf of  HDD Houghton Regis Retail Limited. Two have been submitted, the third, for a care home, is pending.



1. 66 Bed Care Home

A 66-bed care home and its associated car park, means of access and landscaping.  Split over 3 floors. If permission were granted, the applicants would hope to welcome residents approximately 12 months later.

2. A Local Centre building’, ‘Pavilion’ and ‘Residential Block’  

Erection of a mixed-use  Local Centre comprising 52 no. apartments, 1 no. day nursery (Use Class D1), 1 no. retail unit (Use Class A1) 5 no. retail units (Use Classes A1/A3/A5) and associated infrastructure works including a haul road, landscaping and public realm.

The Design and Access Statement describes this as:
Local Centre building’, ‘Pavilion’ and ‘Residential Block’
• a three-storey Local Centre building comprising 1no. 4,200 sqft retail unit, 3no. 1,115 sqft retail units, a 6,175 sqft nursery and 22 apartments,
• an urban square and separate single-storey pavilion building of 2no. 750 sqft retail units in the centre and
• a three-storey Residential Block of 30 apartments;

Erection of a mixed use Local Centre comprising 22 no. apartments, 1 no. day nursery (Use Class D1), 1 no. retail unit (Use Class A1) 5 no. retail units (Use Classes A1/A3/A5) and associated infrastructure works.

The Design and Access Statement describes this as:
An alternative ‘Local Centre building’ with a detached nursery and ‘Pavilion’
• a three storey Local Centre building comprising 1no. 4,200 sqft retail unit, 3no. units each of 1,100 sqft and a 5,245 sqft detached  nursery  over  two  floors  with  residential  above, providing 22 apartments in total
• an urban square and separate single-storey pavilion building of 2no. 750 sqft retail units in the centre.
